20 V.S.A. § ___ § 2678
Short-term rentals; health and safety disclosure
Operative Text
(a) The Department of Public Safety’s Division of Fire Safety shall prepare concise guidance on the rules governing health, safety, sanitation, and fitness for habitation of short-term rentals in this State and provide the guidance to any online platform or travel agent hosting or facilitating the offering of a short-term rental in this State. (b) Any online platform or travel agent hosting or facilitating the offering of a short-term rental in this State shall make available the guidance under subsection (a) of this section to a short-term rental operator in this State. (c) A short-term rental operator shall: (1) physically post the guidance under subsection (a) of this section in a conspicuous place in any short-term rental offered for rent in this State; and (2) provide the guidance under subsection (a) of this section as part of any offering or listing of a short-term rental in this State. (Added 2023, No. 181 (Adj. Sess.), § 101, eff. June 17, 2024.)
Under 20 V.S.A. ch. 172 § 2678, Vermont's Division of Fire Safety is responsible for creating a concise summary of the health, safety, sanitation, and habitability rules that apply to short-term rentals in the state. Online platforms and travel agents that host or facilitate short-term rental listings must pass this guidance along to operators. Operators themselves are then required to physically post the guidance in a visible location inside the rental unit and to include it as part of any listing or offering of the property.
Plain English — not legal advice.
Under 20 V.S.A. ch. 172 § 2678, short-term rental operators in Vermont are generally expected to obtain the Division of Fire Safety's health and safety guidance—available through the online platform or travel agent used to list the property—and display it in a conspicuous location inside each rental unit. Operators must also incorporate the guidance into any listing or offering of the short-term rental, whether on a platform or through a travel agent. Compliant operators typically treat both the physical posting and the listing disclosure as ongoing obligations, not one-time tasks.

Under 20 V.S.A. ch. 172 § 2678, guests staying in Vermont short-term rentals have an interest in knowing that operators are required to post health and safety guidance from the Division of Fire Safety in a visible spot inside the unit and to include it in the rental listing. If the guidance is absent from the unit or was not part of the listing, that may indicate the operator is not meeting the requirements of this provision. Guests who believe a short-term rental is not complying with Vermont's health and safety rules can contact the Division of Fire Safety or consult a tenant-rights organization to understand available options.
