10 V.S.A. § ___ § 6241
(a) A park owner may enter a manufactured home lot in the park with the resident’s consent, which shall not be unreasonably withheld.

(b) A park owner may also enter a manufactured home lot in the park between the hours of 7:00 a.m. and 7:00 p.m. on no less than 12 hours’ notice for any of the following purposes:

(1) to inspect the premises;

(2) to make necessary or agreed repairs, alterations, or improvements;

(3) to supply agreed services;

(4) to show the lot to prospective or actual purchasers, mortgagees, residents, workers, or contractors.

(c) A park owner may enter a manufactured home lot without notice or permission if, in the course of performing repairs in the manufactured home park, the owner discovers that it is necessary to enter a lot to complete the repairs, provided that the owner could not reasonably have foreseen the necessity to enter the lot at the time the repairs were commenced. A park owner shall attempt to obtain permission from the resident before entering the lot, at a minimum, by attempting to contact the resident at any telephone number the owner has for the resident and in person at the manufactured home.

(d) A park owner may enter a manufactured home or a manufactured home lot in the park without notice or permission when the park owner reasonably believes that there is a likelihood of imminent injury to any person, damage to property, or interruption of utility services. (Added 1983, No. 235 (Adj. Sess.), § 3; amended 1993, No. 141 (Adj. Sess.), § 5, eff. May 6, 1994; 2007, No. 176 (Adj. Sess.), § 63.)

Plain English

Under 10 V.S.A. ch. 153 § 6241, a manufactured home park owner's right to enter a resident's lot is governed by a tiered framework based on urgency and purpose. With the resident's consent—which cannot be unreasonably withheld—entry is permitted at any time. For routine purposes such as inspections, repairs, or showing the lot, entry is allowed between 7:00 a.m. and 7:00 p.m. with at least 12 hours' advance notice. Emergency circumstances, such as imminent injury, property damage, or utility interruption, permit entry without notice or consent.

For Property Managers

Park operators subject to 10 V.S.A. ch. 153 § 6241 generally document their notice practices carefully, providing written or recorded 12-hour advance notice before entering lots for inspections, repairs, alterations, or showings, and scheduling those visits between 7:00 a.m. and 7:00 p.m. When an unexpected need to enter a lot arises during ongoing repair work, compliant operators make a good-faith effort to reach the resident by phone and in person before proceeding. For genuine emergencies involving imminent harm or utility disruption, entry without prior notice is permitted, though documenting the circumstances and notifying the resident promptly afterward reflects sound practice under this provision.

For Tenants

Under 10 V.S.A. ch. 153 § 6241, residents of manufactured home lots have a recognized interest in controlling access to their lot, and a park owner's ability to enter without consent is limited to specific, defined circumstances. If a park owner enters without providing the required 12-hour notice during permitted hours—or without a qualifying emergency or repair justification—that entry may constitute a violation of this provision. Residents who believe their access rights have been violated may consider contacting a Vermont tenant-rights organization, reaching out to the Vermont Department of Housing and Community Development, or consulting with a legal aid provider familiar with manufactured housing law.
