10 V.S.A. § ___ § 6203
Municipal acquisition of land for manufactured home parks
Operative Text
Any municipality, or group of municipalities jointly, may acquire land for the purpose of encouraging the development of suitable manufactured home parks under this chapter, and may lease or sell such land to private persons for that purpose, and may impose additional restrictions on the land conforming to the spirit of this chapter and acquired by a municipality under this section. (Added 1969, No. 291 (Adj. Sess.), § 10, eff. date, see note under § 6201 of this title.)
Under 10 V.S.A. ch. 153 § 6203, Vermont municipalities—individually or in combination—are authorized to purchase land specifically to promote the creation of manufactured home parks that meet the standards of Chapter 153. Once acquired, a municipality may transfer that land to private parties through a lease or sale, and may attach additional conditions to the land that align with the broader goals of the chapter. This provision gives local governments a proactive tool to expand manufactured housing options within their boundaries.
Plain English — not legal advice.
Developers and operators interested in establishing manufactured home parks should be aware that under 10 V.S.A. ch. 153 § 6203, municipal land acquired for this purpose may come with additional deed restrictions or lease conditions layered on top of standard Chapter 153 requirements. Compliant operators typically review all municipal conditions attached to such land before finalizing development plans, ensuring their park design and operations conform to both state and any locally imposed standards. Engaging early with the relevant municipal authority can help clarify what restrictions apply to a specific parcel.

Residents of manufactured home parks developed on municipally acquired land should know that 10 V.S.A. ch. 153 § 6203 permits municipalities to impose additional protections or restrictions on that land beyond the baseline requirements of Chapter 153. These conditions run with the land and may affect the rights and obligations of park operators, which can in turn affect residents. Tenants who believe park conditions are not being honored may consider contacting their local municipal office, a tenant-rights organization, or Vermont Legal Aid to understand what protections apply to their community.
