10 V.S.A. § ___ § 700
Vermont Manufactured Home Improvement and Repair Program
Operative Text
(a) There is created within the Department of Housing and Community Development the Manufactured Home Improvement and Repair Program. The Department shall design and implement the Program to award funding to statewide or regional nonprofit housing organizations, or both, to provide financial assistance or awards to manufactured homeowners and manufactured home park owners to improve existing homes, incentivize new slab placement for prospective homeowners, and incentivize park improvements for infill of more homes. (b) The following projects are eligible for funding through the Program: (1) The Department may award up to $20,000.00 to owners of manufactured housing communities to complete small-scale capital needs to help infill vacant lots with homes, including disposal of abandoned homes, lot grading and preparation, the siting and upgrading of electrical boxes, enhancing E-911 safety issues, transporting homes out of flood zones, and improving individual septic systems. Costs awarded under this subdivision may also cover legal fees and marketing to help make it easier for home-seekers to find vacant lots around the State. (2) The Department may award funding to manufactured homeowners for which the home is their primary residence to address habitability and accessibility issues to bring the home into compliance with safe living conditions. (3) The Department may award up to $15,000.00 per grant to a homeowner to pay for a foundation or federal Department of Housing and Urban Development-approved slab, site preparation, skirting, tie-downs, and utility connections on vacant lots within a manufactured home community. (c) The Department may adopt rules, policies, and guidelines to aid in enacting the Program. (Added 2025, No. 69, § 2, eff. July 1, 2025.)
Under 10 V.S.A. ch. 29 § 700, Vermont's Department of Housing and Community Development is directed to establish a Manufactured Home Improvement and Repair Program that channels funding through nonprofit housing organizations to support manufactured homeowners and park owners. The program covers a range of eligible projects, including small-scale capital improvements to fill vacant lots (up to $20,000 per award), habitability and accessibility repairs for primary-residence owners, and foundation or HUD-approved slab installations on vacant lots (up to $15,000 per grant). The Department is also authorized to adopt rules and guidelines to govern how the program operates.

Manufactured home park owners operating in Vermont may be eligible under 10 V.S.A. ch. 29 § 700 for awards of up to $20,000 to address capital needs that help bring vacant lots into use, such as removing abandoned homes, grading lots, upgrading electrical infrastructure, and improving septic systems. Compliant park operators generally work through statewide or regional nonprofit housing organizations designated by the Department of Housing and Community Development to access these funds. Keeping documentation of lot conditions, infrastructure needs, and associated costs is consistent with the kind of record-keeping that supports a funding application under this program.

Manufactured homeowners whose home serves as their primary residence may have access to financial assistance under 10 V.S.A. ch. 29 § 700 to address habitability and accessibility concerns, or to fund foundation and slab installations on vacant lots within a manufactured home community (up to $15,000 per grant). Funding flows through statewide or regional nonprofit housing organizations, so connecting with such organizations in Vermont is a common starting point for learning about eligibility and application processes.
