CVR 11-020-001 § 10
MOBILE HOME PARK OWNER ACCESS
Operative Text
10.1 Mobile Home Lot. A park owner may enter a mobile home lot under the following circumstances: (a) with resident consent, which shall not be unreasonably withheld; (b) between the hours of 7:00 a.m. and 7:00 p.m., provided at least 12 hours’ notice has been given, for the following purposes: inspection; to make necessary or agreed repairs, alterations or improvements; to supply agreed services; or to exhibit a lot for sale or rent, or to lenders or contractors; or (c) without notice or permission upon learning, unexpectedly, in the course of performing repairs in the mobile home park, that entry is necessary to complete the repairs, provided that reasonable attempts to contact the resident were made and the need to enter the lot was not foreseeable. 10.2 Mobile Home. A park owner may enter a mobile home or a mobile home lot without notice or permission upon the reasonable belief that there is a likelihood of imminent injury to person or property, or of interruption in utility services.
CVR 11-020-001 § 10 establishes the conditions under which a mobile home park owner is permitted to enter a resident's lot or mobile home. For routine purposes such as inspections, repairs, or showing the property, entry is generally allowed only between 7:00 a.m. and 7:00 p.m. with at least 12 hours' advance notice, or with the resident's consent. Two narrower exceptions exist: one for unexpected repair situations where prior notice was not feasible and reasonable contact attempts were made, and another for emergencies involving imminent risk of injury or interruption of utility services.

Under CVR 11-020-001 § 10, compliant park operators generally document the notice they provide before entering a lot for inspections, repairs, alterations, or showings, ensuring that notice is given at least 12 hours in advance and that entry occurs between 7:00 a.m. and 7:00 p.m. When an unforeseeable need to enter arises during ongoing park repairs, operators typically record the attempts made to contact the resident before proceeding. For emergency situations involving imminent risk to persons, property, or utility services, operators may enter a mobile home or lot without prior notice, but should be prepared to document the basis for that belief.

CVR 11-020-001 § 10 gives mobile home park residents the right to expect advance notice—at least 12 hours—and entry only during daytime hours for most routine park-owner visits, such as inspections or repairs. Residents also have the right to withhold consent only on reasonable grounds, and the rule limits warrantless, unannounced entry to narrow circumstances involving genuine emergencies or unforeseeable repair needs. Tenants who believe a park owner has entered their lot or mobile home outside these permitted circumstances may consider contacting a Vermont tenant-rights organization, raising the issue with a local housing authority, or consulting an attorney familiar with Vermont mobile home park regulations.
