Plain English

CVR 11-020-001 establishes the legal foundation for Vermont's housing and community development rules by identifying the specific state statutes that grant the Department of Housing and Community Development the power to create and enforce them. The provision does not itself impose any requirement or prohibition; it simply anchors the entire regulatory framework in the authority delegated by the Vermont Legislature. Without this statutory grounding, the rules that follow would lack legal force.

For Property Managers

As a property owner or manager operating under Vermont's housing regulations, understanding that CVR 11-020-001 traces the rules' authority back to specific Vermont statutes helps clarify why compliance is legally binding rather than merely advisory. Compliant operators generally familiarize themselves with the statutory basis of the regulations they are subject to, since that foundation determines the scope and enforceability of the rules. Knowing which legislative grants of power underpin the Department's authority can be relevant when reviewing the regulations as a whole.

For Tenants

CVR 11-020-001 confirms that Vermont's housing and community development rules carry the full weight of state law, having been issued under authority explicitly granted by the Vermont Legislature. This means the protections and requirements found throughout the broader regulatory framework are legally enforceable, not merely guidelines. Tenants who believe their rights under these rules have been affected may find it useful to contact a tenant-rights organization or consult the Vermont Department of Housing and Community Development to understand how the statutory authority behind CVR 11-020-001 applies to their situation.
