Plain English

Wyoming Statute § 35-13-203 establishes two distinct misdemeanor offenses related to disability access and service animals. First, it prohibits anyone from denying or interfering with the access rights of blind, deaf, hearing-impaired, or otherwise disabled individuals at covered places and facilities. Second, it separately prohibits knowingly and intentionally misrepresenting an animal as a service or assistance animal to gain the rights that come with that status. Both offenses carry a potential fine of up to $750.

For Property Managers

Under Wyo. Stat. § 35-13-203, operators of covered housing facilities generally ensure that individuals with disabilities—including those who are blind, partially blind, deaf, or hearing impaired—are not denied access or otherwise obstructed in exercising their rights. Compliant operators also take care not to challenge or obstruct legitimate service or assistance animals in ways that could constitute interference. Maintaining clear staff training and written accommodation policies helps demonstrate that a property is operating in line with the standards this section establishes.

For Tenants

Wyo. Stat. § 35-13-203 gives individuals with disabilities a legal basis to address interference with their access rights at covered facilities, including situations involving service or assistance animals. If a landlord or property manager denies access or obstructs the use of a legitimate service or assistance animal, that conduct may constitute a misdemeanor under this provision. Tenants who believe their rights under § 35-13-203 have been violated may consider contacting a local tenant-rights organization, a disability rights advocacy group, or Wyoming's civil rights enforcement resources to understand available options.
