Cal. Civ. Code § SPS 326.42
Testing of manufactured home community occupant meters.
Operative Text
SPS 326.42 Testing of manufactured home community occupant meters. (1) The test of any manufactured home community occupant’s meter shall consist of a comparison of its accuracy with that of a standard of known accuracy. If the test standard consists of a previously calibrated reference or service meter, the test results for the manufactured home community occupant meter shall be adjusted to compensate for the inaccuracies of the reference meter at the particular flow rates. (2) Meters shall be tested before repair (“As Found”) and after repair (“As Left”), if applicable. (3) Meters not meeting the accuracy or other requirements of s. PSC 185.65 (2) shall be repaired or rebuilt to meet those requirements before further use.
Wisconsin Administrative Code § SPS 326.42 establishes accuracy-testing requirements for gas meters used by individual occupants in manufactured home communities. Meters must be compared against a known-accurate standard, with results adjusted if the reference meter itself has any inaccuracies. Testing is required both before and after any repair work, and any meter that fails to meet the accuracy standards set out in PSC 185.65(2) must be repaired or rebuilt before it is put back into service.
Plain English — not legal advice.
Operators of manufactured home communities subject to § SPS 326.42 generally maintain a documented testing program that records both 'As Found' and 'As Left' readings for every meter that undergoes repair. Compliant operators ensure that any reference or service meter used as the test standard is itself calibrated, and they adjust test results accordingly. Meters that fall outside the accuracy thresholds of PSC 185.65(2) are taken out of service for repair or rebuilding before residents are billed through them again.

Under § SPS 326.42, residents of manufactured home communities have an interest in knowing that the meters measuring their utility consumption meet state accuracy standards and have been properly tested. If a tenant suspects their meter has not been tested or repaired in accordance with this provision, they may raise the issue with the community operator, contact the Wisconsin Public Service Commission, or reach out to a local tenant-rights organization for guidance on available options. Keeping records of utility bills and any communications with the operator can be useful when pursuing a concern about meter accuracy.
