Operative Text
SPS 326.18 Management. (1) Availability. The manufactured home community operator or a designee in charge of the manufactured home community in the absence of the operator shall, during reasonable hours, be available in the community, in close proximity to the community or via electronic means. (2) Registration of owners. The manufactured home community operator shall keep a register of all owners and occupants of manufactured homes located in the manufactured home community, and shall permit the department or its agent to inspect the register at all reasonable times and upon reasonable notice. The register may be kept in an electronic form. If the register is being stored at a location different than the licensed address, the operator shall disclose the storage location to the department upon request. (3) Maintenance. The manufactured home community operator shall maintain the manufactured home community in a clean, safe, orderly and sanitary condition at all times.
Wisconsin Administrative Code § SPS 326.18 establishes baseline management requirements for manufactured home communities. It requires that a responsible party be reachable during reasonable hours, that a register of all home owners and occupants be kept and made available to state inspectors upon reasonable notice, and that the overall community be maintained in a clean, safe, orderly, and sanitary condition at all times. The register may be stored electronically or off-site, but the storage location must be disclosed to the department if requested.

Under § SPS 326.18, compliant manufactured home community operators generally ensure that either they or a designated representative can be reached during reasonable hours—whether on-site, nearby, or through electronic means. Operators maintain an up-to-date register of all home owners and occupants, keep it accessible for state inspection upon reasonable notice, and document any off-site or electronic storage location so it can be disclosed to the department on request. Operators also conduct regular upkeep of common areas, infrastructure, and shared spaces to meet the provision's requirement that the community remain clean, safe, orderly, and sanitary at all times.

§ SPS 326.18 gives residents of Wisconsin manufactured home communities certain baseline protections: the operator must be reachable during reasonable hours, must keep accurate records of who lives in the community, and must maintain the property in a clean, safe, orderly, and sanitary condition. If a community appears to fall short of these standards—for example, if management is consistently unreachable or common areas are left in unsafe or unsanitary conditions—residents may consider filing a complaint with the Wisconsin Department of Safety and Professional Services, which has authority to inspect the operator's register and community conditions. Tenants may also wish to consult a local tenant-rights organization to understand what documentation or steps are generally useful when raising concerns under this provision.
