Property owners and managers operating under West Virginia's building and fire safety regulations should be aware that the terminology used in W. Va. C.S.R. § 87-4-2 forms the interpretive foundation for the entire State Building Code. When reviewing compliance requirements, the definitions in this section clarify which bodies—such as the West Virginia State Fire Marshal and local jurisdictions—have authority over inspections and enforcement. Operators who understand these defined terms are better positioned to correctly interpret obligations found elsewhere in the code.

W. Va. C.S.R. § 87-4-2 provides the definitional groundwork that shapes how housing and building safety rules are applied in West Virginia. Knowing that the 'Fire Marshal' includes designated representatives, and that the 'State Building Code' encompasses referenced national standards, can help tenants understand who oversees building safety in their community.
