Cal. Civ. Code § 55.1-1204.1
A landlord shall provide, beginning on the first page of the written rental agreement, an itemization of all charges to the tenant that comprise (i) the security deposit, (ii) the amount of rent due per payment period pursuant to the lease period, and (iii) any additional one-time charges due prior to the commencement date of the rental agreement or that will be included in the first rental payment. Immediately above the itemized list of charges, the written rental agreement shall state: No additional security deposits or rent shall be charged unless they are listed below or incorporated into this agreement by way of a separate addendum after execution of this rental agreement.

Plain English

Virginia Code § 55.1-1204.1 requires that every written rental agreement begin with a clear, itemized breakdown of all charges making up the security deposit, the periodic rent amount, and any one-time fees due before or with the first payment. Directly above that itemized list, the agreement must include a specific statement warning that no additional security deposits or rent may be charged unless they appear in that list or are added through a separately executed addendum. The rule is designed to ensure tenants can see the full financial picture of a tenancy before signing.

For Property Managers

Under Va. Code § 55.1-1204.1, compliant operators place the required fee disclosure on the first page of every written rental agreement, itemizing each component of the security deposit, the per-period rent, and any one-time pre-commencement charges. The mandated warning language about no additional deposits or rent must appear immediately above that itemized list, exactly as the statute prescribes. Operators who later need to add charges generally do so through a written addendum executed after the original agreement, as the statute contemplates.

For Tenants

Va. Code § 55.1-1204.1 gives tenants the right to see a complete, itemized list of all upfront and periodic charges on the very first page of their written rental agreement, along with a statement that no unlisted charges may be imposed. If a landlord attempts to collect a security deposit amount or fee that does not appear in that itemization or a subsequent written addendum, this provision may be relevant to challenging that charge. Tenants who believe this disclosure requirement has not been met can document the issue, review their lease carefully, and consider reaching out to a local tenant-rights organization or the Virginia courts for guidance on available remedies.
