Section 94.006 of the Texas Property Code addresses the right of tenants in manufactured home communities to hold meetings related to manufactured home living. For Property Managers

Under Tex. Prop. Code § 94.006, operators of manufactured home communities are expected to refrain from taking actions that obstruct or discourage tenant meetings about manufactured home living. If management intends to set any boundaries on how common area facilities are used for these meetings — such as scheduling requirements or capacity limits — those terms must be clearly documented in the community's written rules. Compliant operators ensure their community rules are up to date and that any such limitations are disclosed to residents.

For Tenants

Tex. Prop. Code § 94.006 recognizes your right as a resident of a manufactured home community to participate in tenant meetings about manufactured home living without landlord interference. If a landlord attempts to block or disrupt such meetings, that conduct may constitute a violation of this provision. Tenants who believe their meeting rights have been infringed may consider documenting the interference, reviewing the community's written rules for any disclosed limitations on common area use, and reaching out to a tenant-rights organization for general guidance on available options.
