Plain English

Rhode Island regulation 230 RICR 30-15-1 § 1.3 formally adopts the federal manufactured housing construction and safety standards found in 24 C.F.R. § 3280 as they existed in 1993, making those federal rules part of Rhode Island's own regulatory framework. Later federal amendments or editions of that code are not automatically folded in. Where any conflict arises between the incorporated federal standards and Rhode Island's own rules, the Rhode Island regulations take precedence.

For Property Managers

Operators and owners of manufactured housing in Rhode Island should be aware that under 230 RICR 30-15-1 § 1.3, compliance obligations are shaped by both the state regulations and the 1993 version of 24 C.F.R. § 3280. Compliant operators generally familiarize themselves with both sets of standards and, where the two overlap, defer to the Rhode Island rules in cases of inconsistency. Staying current with which edition of the federal code applies—specifically the 1993 version, not later amendments—is a routine part of maintaining compliance.

For Tenants

Tenants living in manufactured housing in Rhode Island may find that their protections are grounded in both state rules and the 1993 federal construction and safety standards incorporated under 230 RICR 30-15-1 § 1.3. If a concern arises about the physical condition or construction of a manufactured home, this dual framework may be relevant to understanding what standards apply. Tenants can consult a tenant-rights organization or contact the relevant Rhode Island housing authority to learn more about how these incorporated standards affect their situation.
