R.I. Gen. Laws ch. 45-25 § 45-25-18.11
Housing for people who are elderly — Posting of disabilities — Enforcement by local fire authorities
Operative Text
(a) Upon request of any tenant in a public housing for people who are elderly project, the managing authority shall post, on or near the exterior door of the apartment of the tenant, an indication of any disability of the tenant in a form and size that is immediately understood in the event of emergency or evacuation. (b) The local fire authorities have the duty of accomplishing the purpose of this section, and of enforcing that purpose.
Under R.I. Gen. Laws § 45-25-18.11, public housing projects serving elderly residents are required to post a visible disability indicator on or near a tenant's apartment door when that tenant requests it. The posting must be in a form and size that can be quickly understood during an emergency or evacuation. Local fire authorities are designated as the body responsible for carrying out and enforcing this requirement.
Plain English — not legal advice.
Managing authorities of elderly public housing projects covered by § 45-25-18.11 generally maintain a process for receiving tenant requests for disability postings and ensure that any approved indicator is placed on or near the exterior apartment door in a format that is immediately legible under emergency conditions. Compliant operators typically document requests and installations to demonstrate responsiveness to this obligation. Because local fire authorities hold enforcement responsibility under this section, coordinating with them on acceptable posting formats can support consistent compliance.

Section 45-25-18.11 gives tenants in elderly public housing projects the right to request that a disability indicator be posted on or near their apartment door to assist emergency responders during evacuations. If a managing authority does not fulfill such a request, the local fire authorities are the designated enforcement body under this provision and may be contacted to report non-compliance. Tenant-rights organizations familiar with Rhode Island public housing law can also help residents understand how to pursue this right.
