R.I. Gen. Laws ch. 42-11.2 § 42-11.2-15
Annual report
Operative Text
On or before January 15 of each calendar year, the executive department shall publish an annual report regarding its administration of the affordable housing opportunity program established under this chapter during the preceding calendar year, and shall include, at a minimum, the following: (1) The number of applications for assistance under this chapter received by the executive department. (2) The number of applications receiving a commitment for assistance under this chapter by the executive department. (3) For each application received by the executive department, the following information: (i) The name, address, and telephone number of the applicant; (ii) The date of submission of the application; (iii) The name and address of all persons or entities having an ownership interest or other equity interest in the property that is the subject of the application for assistance; (iv) The total number of dwelling units contained in the development; (v) The total number of units for which assistance under this chapter is sought; (vi) The address or location of the property that is the subject of the application; (vii) Whether the application is for acquisition, construction, or substantial rehabilitation of currently available dwelling units; (viii) The number of elderly units, units accessible to people with disabilities, and family units for which assistance under this chapter is sought; (ix) Whether the application received a commitment for assistance under this chapter; and (x) If the application did not receive a commitment for assistance, a short statement of the reasons why assistance was not or will not be provided. (4) The total number of units that have received assistance under this chapter since the inception of the affordable housing opportunity program. (5) Total funding remaining under the affordable housing opportunity program for the current fiscal year.
Rhode Island General Laws § 42-11.2-15 requires the state executive department to publish an annual report by January 15 each year covering how the affordable housing opportunity program was administered during the prior year. The report must include detailed data on every application received — such as applicant contact information, property details, unit counts, and whether assistance was committed — as well as cumulative program statistics and remaining funding. Applications that were denied must be accompanied by a brief explanation of why assistance was not provided.

Property owners and developers who apply for assistance under the affordable housing opportunity program should be aware that § 42-11.2-15 requires their application details — including the applicant's name, address, phone number, ownership interests, and property location — to be disclosed in a publicly available annual report. Compliant operators generally maintain accurate and up-to-date records for all submitted applications, since that information feeds directly into the mandated report. Understanding that this transparency requirement exists can help operators anticipate what information will be made publicly accessible each January.

Section § 42-11.2-15 gives the public a meaningful window into how Rhode Island's affordable housing opportunity program is being run, since the annual report must be published by January 15 and include data on every application, including those that were denied and the reasons why. Tenants and housing advocates can review these reports to understand which developments received funding commitments, how many affordable units were supported, and how much program funding remains. Those seeking to understand local affordable housing activity or challenge program decisions may find the annual report a useful starting point, and tenant-rights organizations can help interpret the data in context.
