Under 68 P.S. § 398.4a, every lease for a manufactured home space in Pennsylvania must be in writing and is renewable, with a default term of one month unless both parties agree to a longer period. Ground rents (site rents) may not be increased more than once within any 12-month period. For leases longer than 60 days, the community owner must offer a renewal lease on the same terms as the original at least 60 days before the lease expires, unless written notice of any changes is provided within that same 60-day window.
Plain English — not legal advice.
Operators of manufactured home communities subject to 68 P.S. § 398.4a generally ensure that all space leases are executed in writing and that any rent adjustments occur no more than once per 12-month period. For leases exceeding 60 days, compliant operators track expiration dates and deliver either a renewal offer on identical terms or written notice of proposed changes at least 60 days before the lease ends. Maintaining organized records of lease terms, renewal offers, and any change notices helps demonstrate adherence to the written-notice and timing requirements of this provision.

Under 68 P.S. § 398.4a, residents of manufactured home communities have the right to a written, renewable lease and are protected from rent increases occurring more than once in any 12-month period. If a lease runs longer than 60 days, the community owner is generally required to offer a renewal on the same terms or provide written notice of any changes at least 60 days before the lease expires. Tenants who believe these protections have not been honored may consider consulting a tenant-rights organization, reviewing options with a housing attorney, or contacting the Pennsylvania Department of Housing and Community Development for guidance on available remedies.
