ORS § 90.849 requires that when a manufactured dwelling facility changes hands—whether through sale, transfer, exchange, or other conveyance—the outgoing owner must notify Oregon's Housing and Community Services Department with specific details about the transaction. Those details include the number of vacant spaces and homes, the final sale price if applicable, the date the conveyance was finalized, and the new owner's contact information. Once the department receives such a notice, it is required to post any public information from that notice on its website and share it with anyone who has requested copies through the department's prescribed process.

For Property Managers

Under ORS § 90.849, operators and owners of manufactured dwelling facilities who complete a sale or other conveyance of their facility must submit a post-conveyance notice to the Oregon Housing and Community Services Department. Compliant owners generally document the number of vacant spaces and homes, the final sale price, the closing date, and the new owner's name, address, and phone number before submitting that notice. Keeping organized transaction records makes it straightforward to fulfill this reporting obligation promptly after the conveyance is finalized.

For Tenants

ORS § 90.849 creates a public transparency mechanism that benefits residents of manufactured dwelling facilities: when a facility is sold or otherwise conveyed, the new owner's identity and other transaction details must be reported to the Oregon Housing and Community Services Department. The department is then required to publish that public information on its website and provide it to anyone who has requested copies, giving residents a way to learn who their new landlord is. Tenants who want to stay informed about ownership changes at their facility can monitor the department's website or submit a request to receive notices directly, and tenant-rights organizations in Oregon can help explain what these ownership disclosures may mean for residents.
