OAR 813 § 813-310-0045
Visitable Exterior Unit Entrance Requirements
Operative Text
Visitable exterior unit entrances to dwelling units shall meet the following criteria: (1) Adjacent Surfaces. Each visitable entrance shall have a flat surface immediately adjacent to and level with the entrance. On the exterior, the surface may be sloped for drainage at a rate of no greater than 1 unit vertical to 50 units horizontal (2% slope). The surface shall be at least 36 inches wide. It shall be at least 48 inches deep in the direction of travel on the push side of the door and not less than 60 inches deep in the direction of travel on the pull side of the door. Where the door is not in the direction of travel, the minimum size of the flat surface shall be 60 inches by 60 inches. (2) Exterior Door Width. An exterior door shall have a clear opening of at least 32 inches. (3) Threshold. The maximum threshold height shall be 3/4 inch for exterior sliding doors and 1/2 inch for all other exterior doors. The threshold shall be beveled down to the adjacent surface at a slope not steeper than 1:2.
Oregon Administrative Rule OAR 813 § 813-310-0045 establishes physical accessibility standards for visitable exterior entrances to dwelling units. The rule specifies requirements for the flat maneuvering surfaces adjacent to entry doors, minimum clear door-opening widths of at least 32 inches, and maximum threshold heights that vary by door type—three-quarters of an inch for sliding doors and one-half inch for all others. Thresholds must also be beveled at a gradual slope to ease the transition between surfaces. These standards are designed to ensure that entrances can be used by people with mobility limitations.

Property owners and managers subject to OAR 813 § 813-310-0045 generally ensure that each visitable exterior entrance is designed and constructed to meet the rule's dimensional requirements before units are occupied. Compliant operators verify that maneuvering surfaces adjacent to entry doors are flat, properly sized, and sloped only for drainage within the 2% limit, that door clear openings measure at least 32 inches, and that thresholds do not exceed the specified heights and are properly beveled. Keeping documentation of design specifications and construction inspections can help demonstrate compliance with these visitability standards.

OAR 813 § 813-310-0045 establishes minimum accessibility standards for exterior unit entrances that may protect tenants and visitors with mobility limitations. If an entrance appears to fall short of the rule's requirements—such as a threshold that is too high, a door opening that is too narrow, or an inadequate maneuvering surface—tenants may have grounds to raise the issue with the Oregon Housing and Community Services department or another relevant state or local authority. Tenant-rights organizations familiar with Oregon housing accessibility rules can help explain what options may be available in a given situation.
