Okla. Admin. Code § 330 § 330:40-7-2
Required recipient agreements
Operative Text
Each Recipient of funding under the Pilot Program must agree:(1) To operate the Project in accordance with this Subchapter. (2) To conduct an ongoing assessment of the needs of the Residents of the Property(ies), and assure that any supportive services represented as being available in the Application are being provided (Comprehensive Case Management); (3) To provide such supervision of the Properties to ensure the Residents are being provided safe and sanitary housing, and to comply with all State and local housing codes and licensing requirements, if any; (4) To ensure that in the operation of the Project: (A) the use of alcohol or the illegal manufacture, sale, distribution, use or possession with intent to manufacture, sell, distribute, or use of any illegal drug or controlled substance in or around the Property will be prohibited; and (B) any Resident, any member of the Resident's household, or a guest or other person under the Resident's control who violates such prohibitions may be expelled from the housing; (5) To keep records and make reports as provided in the Application; and (6) To allow inspections of the Properties by OHFA as OHFA may request.
Oklahoma Administrative Code § 330:40-7-2 sets out the commitments that organizations receiving funding under the Pilot Program must formally accept as a condition of participation. Recipients are required to manage properties in compliance with state and local housing codes, provide or arrange supportive services for residents, maintain records, and submit to inspections by the Oklahoma Housing Finance Agency (OHFA). The provision also mandates that alcohol misuse and illegal drug activity be prohibited on or around the property, and that residents or their guests who violate those rules may be removed from the housing.
Plain English — not legal advice.
Organizations operating as Recipients under § 330:40-7-2 generally maintain documented systems for ongoing resident needs assessments and ensure that any supportive services promised in the original application are actually being delivered through Comprehensive Case Management. Compliant operators keep properties in line with all applicable state and local housing codes, enforce written prohibitions on illegal drug activity and alcohol misuse, and maintain records sufficient to satisfy OHFA reporting requirements. Recipients also make their properties available for OHFA inspections whenever the agency requests access, and they document their lease or occupancy agreements to reflect the grounds for expulsion outlined in the provision.

Residents living in properties funded under the Pilot Program are entitled, under § 330:40-7-2, to housing that meets state and local safety and sanitation standards, as well as access to the supportive services that were represented in the recipient's application. The provision creates an expectation that OHFA oversees compliance through inspections and reporting, so residents who believe a property is not meeting these standards may consider contacting OHFA directly to raise concerns. Tenant-rights organizations familiar with Oklahoma housing programs can help residents understand what protections apply to their specific housing arrangement and what avenues exist for raising a complaint.
