Cal. Civ. Code § 5:11-4.8
Self relocation and inspections
Operative Text
(a) The displacing agency shall inspect the dwellings of self-relocated families and individuals prior to the move if at all possible. When the agency does not have prior knowledge of the move, the family or individual must be traced. (b) If a dwelling is found to be substandard, the agency must offer assistance in securing standard accommodations.
Under N.J.A.C. § 5:11-4.8, when a household relocates on its own initiative rather than through a formal agency-arranged move, the displacing agency is required to inspect the new dwelling before the move takes place whenever that is feasible. If the agency learns of the move only after the fact, it must make efforts to locate the displaced household. Should the inspection reveal that the new dwelling does not meet applicable housing standards, the agency is obligated to step in and help the household find accommodations that do meet those standards.
Plain English — not legal advice.
Displacing agencies and property operators subject to N.J.A.C. § 5:11-4.8 generally maintain active communication with displaced households to gain advance notice of any self-initiated moves, enabling pre-move inspections to be conducted as required. When a household moves without prior notice, compliant agencies document their efforts to trace and contact that household. If an inspection reveals substandard conditions, the agency arranges or facilitates access to standard replacement housing rather than leaving the household in a non-compliant dwelling.

N.J.A.C. § 5:11-4.8 establishes that displaced individuals and families who relocate on their own have the right to have their new dwelling inspected by the displacing agency before the move if possible. If the agency was unaware of the move, it is still obligated to locate the household and conduct an inspection. Tenants who believe their self-relocated dwelling was not inspected, or who were not offered assistance after a substandard finding, may consider contacting the displacing agency directly, reaching out to the New Jersey Department of Community Affairs, or consulting a tenant-rights organization to understand available remedies.
