Cal. Civ. Code § 5:10-1B.8
Fees
Operative Text
(a) No application for a license shall be acted upon unless the application is accompanied by a fee or fees as follows: 1. The initial application fee shall be $65.00, regardless of the number or type(s) of licenses applied for at the same time; and 2. The three-year renewal application fee shall be $65.00, regardless of the number or type of license renewals applied for at the same time. (b) There shall be a late fee of $65.00 per year or portion thereof that shall be required to be paid, in addition to the application fee, as part of any application for renewal of a lapsed license within three years of the date of expiration. (c) Any person holding a State Uniform Construction Code license shall have a license issued pursuant to this chapter so that its expiration date will coincide with that of the construction code license. In such event, the same form may be used to apply for renewal of both the construction code license(s) and the license(s) issued pursuant to this chapter and the only renewal fee shall be as required by N.J.A.C. 5:23-5.23. (d) All fees specified in this section shall be nonrefundable.
Under N.J.A.C. § 5:10-1B.8, license applications under this chapter require a flat $65.00 fee at initial application and again at each three-year renewal, regardless of how many licenses are sought at once. If a license lapses and the holder seeks renewal within three years of expiration, an additional $65.00 late fee is charged for each year or partial year the license was expired, on top of the standard renewal fee. Holders of a State Uniform Construction Code license may align their renewal cycles and pay only the fee set by N.J.A.C. 5:23-5.23, and all fees collected under this section are nonrefundable.
Plain English — not legal advice.
Property owners and managers subject to N.J.A.C. § 5:10-1B.8 generally keep close track of their license expiration dates to avoid the $65.00-per-year late fee that accrues when a license lapses. Compliant operators submit the $65.00 renewal fee before expiration and, where applicable, coordinate their renewal with any State Uniform Construction Code license to take advantage of the combined renewal process. Because all fees under this section are nonrefundable, operators typically confirm the completeness of their application before submission.

N.J.A.C. § 5:10-1B.8 governs the fees that license holders must pay to obtain and maintain licenses issued under this chapter, which can be relevant to tenants who want to verify that their landlord holds a current, valid license. If a landlord's license has lapsed, the late-fee structure under this provision may signal a gap in compliance that tenants can raise when reviewing a landlord's licensing status. Tenants who have questions about whether a required license is current may contact the New Jersey Department of Community Affairs or reach out to a local tenant-rights organization for guidance on how licensing status intersects with their housing rights.
