Plain English

Under N.J.A.C. § 5:10-15.4, all plumbing fixtures and the pipes that supply and drain water in a dwelling must be kept in a condition that delivers water at adequate volume and pressure for proper operation. Pipes must be sized appropriately so that normal, everyday use does not cause excessive pressure drops or disruptive noise. The rule applies to the entire plumbing system as a maintained condition, not merely at the time of installation.

For Property Managers

Property owners and managers subject to N.J.A.C. § 5:10-15.4 generally keep plumbing systems inspected and serviced so that every fixture delivers water at sufficient flow and pressure under normal use conditions. Compliant operators address issues such as undersized supply lines, corroded pipes, or pressure-reducing defects before they result in inadequate service to residents. Maintenance records documenting plumbing inspections and repairs can help demonstrate ongoing compliance with this section.

For Tenants

N.J.A.C. § 5:10-15.4 establishes a right to plumbing that delivers water at adequate pressure and volume without excessive noise during normal use. Tenants who experience chronic low water pressure, significant flow problems, or loud pipe noise may document the conditions with dates, photos, and written communications to the landlord. General enforcement paths include filing a complaint with the local municipal housing or code enforcement office, raising the violation as a defense or counterclaim in relevant proceedings, or contacting a tenant-rights organization for guidance on available options.
