N.H. Rev. Stat. Ann. § 204-C: § 204-C:24
With respect to mortgage loans made by the authority under RSA 204-C:15, before making a loan commitment for multi-family housing, the authority shall approve a tenant or owner selection plan submitted by the eligible mortgagor. The authority shall make and publish rules from time to time governing the terms of such tenant or owner selection plans. Such plans shall include criteria for tenant or owner selection which establish income limits for eligible persons and families in accordance with rules of the authority, but which may vary with the size and circumstances of such person or family. Tenant or owner selection plans shall provide that as between applicants equally in need and eligible for occupancy of a unit, preference shall be given to persons displaced by public action or natural disaster, pursuant to such rules as the authority may adopt.

Under N.H. Rev. Stat. Ann. § 204-C:24, before the New Hampshire Housing Finance Authority commits to a mortgage loan for multi-family housing, it must review and approve a plan describing how tenants or owners will be selected for the units. These selection plans must set income limits for eligible applicants, which can be adjusted based on household size and circumstances. Among equally qualified applicants, the plans must give priority to people who have been displaced by government action or a natural disaster, following rules the authority establishes.

For Property Managers

Operators seeking mortgage financing through the authority under § 204-C:24 generally submit a tenant or owner selection plan for approval before any loan commitment is made. A compliant plan clearly defines income eligibility thresholds in line with the authority's published rules, accounts for variations in household size and circumstances, and includes a documented preference policy for applicants displaced by public action or natural disaster. Property managers typically keep their selection plans current with any updated rules the authority publishes from time to time.

For Tenants

Section § 204-C:24 establishes that housing funded through New Hampshire Housing Finance Authority mortgage loans must follow an authority-approved selection plan that sets income-based eligibility criteria. Tenants who have been displaced by government action or a natural disaster may be entitled to preference over other equally eligible applicants under these plans. Those who believe a selection plan was not properly followed, or that a displacement preference was improperly denied, may consider reaching out to the New Hampshire Housing Finance Authority or a local tenant-rights organization to understand available options.
