Plain English

Under Nev. Admin. Code ch. 118B § 118B.570, minor repairs, replacements, and cosmetic changes to a manufactured home do not have to be performed by a licensed contractor under NRS chapter 489, as long as the work is not legally required to be done by a licensed professional. The provision gives examples of qualifying work, such as swapping out faucets, plumbing fixtures, light fixtures, switches, and smoke alarms — tasks that generally do not require a permit or inspection. Work that does require a permit, inspection, or a specific license falls outside this provision's scope and remains subject to applicable licensing requirements.

For Property Managers

Under Nev. Admin. Code ch. 118B § 118B.570, operators of manufactured home communities generally allow residents to perform or arrange minor, non-permit work on their own homes without requiring a licensed contractor. Compliant community managers typically avoid imposing blanket rules that would prohibit residents from changing faucets, light fixtures, switches, or smoke alarms, since the regulation expressly permits such work by the homeowner or any qualified person. Managers who maintain community rules should ensure those rules do not conflict with the scope of work this provision explicitly allows.

For Tenants

Nev. Admin. Code ch. 118B § 118B.570 gives manufactured home owners the right to perform — or have any qualified person perform — minor repairs and cosmetic changes that don't require a permit or a state-issued contractor's license under NRS chapter 489. If a landlord or community operator attempts to restrict this type of work beyond what the law allows, residents may have grounds to raise that restriction as a potential violation of this provision. Tenant-rights organizations familiar with manufactured housing law in Nevada can help residents understand how this provision applies to their community's rules.
