Cal. Civ. Code § 70-33-314
Resident Associations -- Meetings
Operative Text
(1) The membership of a resident association may elect officers of the association at a meeting at which a majority of the members are present. All residents may attend meetings, but the landlord and the landlord's employees may not be members and may not attend meetings unless specifically invited by the tenants' resident association. The landlord may not interfere with or prevent the attendance of an invitee at a resident association's meeting. (2) The landlord may not prohibit meetings by a resident association or tenants relating to: (a) mobile home living; or (b) the future plans for the mobile home park, including sale or change of use.
Montana Code § 70-33-314 governs how resident associations in mobile home parks may organize and meet. A majority of members must be present for officers to be elected, and all residents are entitled to attend meetings. Landlords and their employees are excluded from membership and attendance unless the resident association specifically invites them, and the landlord is prohibited from interfering with any invited guest's attendance or from blocking meetings that concern mobile home living or the park's future, including potential sales or changes in use.
Plain English — not legal advice.
Under Mont. Code Ann. § 70-33-314, compliant mobile home park operators recognize that resident association meetings are off-limits to landlords and their staff unless a formal invitation is extended by the association. Operators do not take any action—direct or indirect—to prevent, discourage, or interfere with resident meetings, including those that address topics such as park sales or changes in land use. Maintaining clear boundaries around resident association activities is a standard part of operating within the requirements of this provision.

Mont. Code Ann. § 70-33-314 gives mobile home park residents the right to form and hold association meetings free from landlord interference, with the power to decide whether to invite the landlord or their employees. Residents may meet to discuss topics including mobile home living conditions and the park's future plans, such as a potential sale or change of use, and a landlord who interferes with these meetings or blocks an invited guest may be in violation of this provision. Tenants who believe their meeting rights have been infringed can document the interference, reach out to a tenant-rights organization familiar with Montana mobile home park law, or explore complaint options available through local or state housing authorities.
