Minn. Stat. § 327 § 327.205 directed the Minnesota Commissioner of Labor and Industry to establish, through rulemaking, minimum construction standards for low-cost storm shelters in manufactured home parks, with those standards to be in place by March 1, 1988. Any storm shelter built after that date must meet those adopted standards. The provision sets a clear regulatory floor for shelter construction quality in manufactured home park settings.

For Property Managers

Operators of manufactured home parks in Minnesota should be aware that Minn. Stat. § 327 § 327.205 requires any storm shelter constructed after March 1, 1988, to comply with the minimum construction standards adopted by the Commissioner of Labor and Industry. A compliant park operator generally ensures that shelter construction projects are reviewed against those promulgated rules before and during construction. Maintaining documentation that shelters meet these standards is a common practice among operators seeking to demonstrate compliance.

For Tenants

Minn. Stat. § 327 § 327.205 establishes that residents of manufactured home parks are entitled to storm shelters built to state-mandated minimum construction standards if those shelters were erected after March 1, 1988. Tenants who have concerns about whether a shelter meets these standards may consider contacting the Minnesota Department of Labor and Industry, which oversees the rules adopted under this provision. Tenant-rights organizations familiar with manufactured housing law can also help residents understand what options may be available when shelter construction standards appear not to have been followed.
