Minn. R. 4761 § 4761.2625
ABRASIVE AND WATER BLASTING METHODS FOR LEAD HAZARD REDUCTION.
Operative Text
A. Abrasive blasting and water blasting are prohibited except as provided in items B and C. B. Exterior water blasting, abrasive blasting, wet abrasive blasting, modified-wet abrasive blasting, and vacuum blasting must be performed: (1) in compliance with parts 4761.2650 and 7025.0010 to 7025.0080; and (2) in a manner that prevents water and debris from leaving the property and that provides for filtration of dust and debris from any water. C. Interior abrasive blasting and modified-wet abrasive blasting are allowed only: (1) on radiators and other metal building components if the work area is totally enclosed during the blasting according to part 4761.2645; and (2) in masonry or stone basements if the work is conducted according to part 4761.2645.
Minn. R. 4761 § 4761.2625 establishes strict limits on the use of abrasive and water blasting techniques when reducing lead hazards in buildings. As a general rule, these methods are prohibited, but exterior blasting is permitted when it complies with related environmental and safety rules and is conducted in a way that keeps water, dust, and debris contained on the property. Interior abrasive blasting is only allowed in narrowly defined circumstances—specifically on radiators and metal components in a fully enclosed work area, or in masonry or stone basements—each subject to additional procedural requirements.

Property owners and managers overseeing lead hazard reduction work under Minn. R. 4761 § 4761.2625 generally ensure that contractors do not use abrasive or water blasting methods unless the specific conditions of the rule are met. For exterior work, compliant operators verify that all applicable environmental regulations are followed and that containment measures prevent any water, dust, or debris from migrating off the property. For interior work, compliant operators confirm that blasting is limited to permitted surfaces—such as radiators, metal components, or masonry and stone basements—and that the work area is fully enclosed as required by the referenced standards.

Tenants living in buildings undergoing lead hazard reduction work may find Minn. R. 4761 § 4761.2625 relevant if abrasive or water blasting methods are being used on the property. This provision restricts when and how such methods can be applied, including requirements that exterior work contain all debris and dust on-site and that interior blasting occur only in tightly controlled conditions. Tenants who believe these requirements are not being followed may consider contacting the Minnesota Department of Health, consulting a tenant-rights organization, or raising the potential violation through available complaint channels.
