Under Mich. Admin. Code R. 125.2006, manufactured housing communities are required to give every prospective and existing resident a written copy of the community rules, and residents must sign a receipt acknowledging delivery. Any proposed changes to those rules must be distributed to residents at least 30 days before taking effect. The rule also places specific limits on what community rules may require or prohibit—particularly around the display and size of 'For Sale' signs and home construction standards—and requires the community office to post a conspicuous, detailed list of current rent ranges and any additional charges that make up the monthly rental amount.
Plain English — not legal advice.
Operators of manufactured housing communities subject to R. 125.2006 generally maintain a documented process for delivering community rules to every new and existing resident and collecting signed receipts as proof of delivery. When rule changes are planned, compliant operators distribute written notice of those changes at least 30 days before the effective date. Community managers also keep a current, detailed rent and fee schedule posted in a conspicuous location in the community office, and they review their rule sets to ensure no provision improperly restricts 'For Sale' sign size or placement, imposes non-original construction standards for home sales, or requires tires to be present for a home to be sold.

Under R. 125.2006, residents of manufactured housing communities have the right to receive a written copy of community rules and to be notified of any proposed rule changes at least 30 days before those changes take effect. The rule also protects residents' ability to display up to two 'For Sale' signs of at least 18 by 24 inches in or on their home, and prohibits communities from imposing construction upgrade requirements or tire requirements as conditions of sale. Tenants who believe a community is not complying with these requirements—such as by failing to post rent ranges or by enforcing prohibited rule provisions—may consider contacting the Michigan Department of Licensing and Regulatory Affairs, consulting a tenant-rights organization, or raising the violation through available administrative channels.
