Operative Text
Rule 702a. The community management shall notify each resident in writing, upon occupancy, of all of the following: (a) The home site shall be kept free of fire hazards, including combustible materials under the home. (b) Fire hydrants shall be placed within a community according to local city or township ordinances. The vehicular parking on internal roads is prohibited within 15 feet of a hydrant in compliance with the requirements of 1949 PA 300, MCL 257.1 to 257.923. (c) Each home site shall be numbered and clearly marked for positive identification. Each number shall be easily readable from the road servicing the home site. (d) 1974 PA 133, MCL 125.771 to 125.774 which provides for home fire protection, requires that all homes manufactured, sold, or brought into this state shall be equipped with at least 1 fire extinguisher approved by the national fire protection association and 1 smoke detector approved by the state construction code commission. The homeowner of a home brought into this state for use as a dwelling shall have 90 days to comply with this act. History: 1979 AC; 1991 AACS; 1998 AACS; 2003 AACS; 2008 MR 11, Eff. Sept.2, 2008.
Under Mich. Admin. Code R. 125.1702a, manufactured housing community management is required to provide each resident with a written notice at move-in covering four fire safety topics: keeping home sites clear of combustible materials, observing a 15-foot no-parking buffer around fire hydrants, maintaining clearly visible site numbers readable from the road, and ensuring each home is equipped with at least one approved fire extinguisher and one approved smoke detector. Homes brought into Michigan for use as a dwelling have a 90-day window to meet the fire extinguisher and smoke detector requirement. The rule ties these obligations to existing Michigan statutes governing traffic and home fire protection.
Plain English — not legal advice.
Community operators subject to R. 125.1702a generally prepare a written fire safety disclosure that covers all four required topics—combustible material clearance, hydrant parking restrictions, site numbering standards, and fire extinguisher and smoke detector requirements—and deliver it to each resident at or before occupancy. Compliant operators also maintain site numbers that are legible from the servicing road and enforce the 15-foot hydrant parking prohibition on internal roads. Keeping dated copies of each signed disclosure on file is a common practice for demonstrating that the written-notice requirement was met.

R. 125.1702a entitles residents of manufactured housing communities to receive a written fire safety notice from management at the start of occupancy, covering hazard clearance, hydrant access, site identification, and smoke detector and fire extinguisher requirements. If that written notice was never provided, or if community conditions appear inconsistent with the rule's requirements, residents can contact the Michigan Department of Licensing and Regulatory Affairs or a local tenant-rights organization to understand available options. Consulting a housing attorney or advocacy group familiar with Michigan manufactured housing rules can help clarify what remedies may be available.
