Mich. Admin. Code R. § R 325.3373
Maintenance of utility connections.
Operative Text
Rule 73. (1) The utility connection between the point of connection to the mobile home park or seasonal mobile home park utility system and the connection to the mobile home shall be considered a part of the park utility system for the purpose of maintenance. Upon discovery of the failure or leakage of, or damage to, the connection, the park manager shall notify the mobile home owner in writing of the need for repair. If the mobile home owner fails to make the necessary repair within 10 days of receipt of the notice, the park manager shall cause the repairs to be completed and the mobile home owner may be assessed the cost of the repairs as an addition to the monthly rental charge. (2) The following items shall be included under the provisions of this rule: (a) The connecting sewer pipe from the sewer service riser to the mobile home. (b) The connecting water service pipe from the water service riser to the mobile home. (c) The connecting electrical service line from the electrical pedestal to the mobile home. (d) The connecting fuel service line from the service meter to the mobile home. (3) If the existing utility connection cannot be repaired, it shall be replaced pursuant to R 125.1603 of the Michigan Administrative Code. History: 1980 AACS; 1984 AACS.
Under Mich. Admin. Code R. 325.3373, the utility connections running between a mobile home park's utility system and an individual mobile home—including sewer, water, electrical, and fuel lines—are treated as part of the park's utility system for maintenance purposes. When a failure, leak, or damage is discovered, the park manager must notify the mobile home owner in writing, giving the owner 10 days to make the necessary repair. If the owner does not act within that window, the park manager may arrange the repairs and charge the cost back to the owner as an addition to monthly rent.
Plain English — not legal advice.
Under R. 325.3373, compliant park operators maintain a clear process for identifying and documenting utility connection problems covering sewer, water, electrical, and fuel lines. When a defect is found, operators generally issue written notice to the mobile home owner promptly and keep records of that notice and its delivery date. If the owner does not complete repairs within the 10-day period, operators who arrange repairs themselves typically document all associated costs before adding them to the monthly rental charge, and follow R 125.1603 when a connection must be replaced rather than repaired.

Mich. Admin. Code R. 325.3373 establishes that the utility connections between the park's system and your mobile home are the park's responsibility to oversee for maintenance purposes, and that you as the mobile home owner have a right to written notice before any repair obligation or cost can be imposed on you. If you receive such a notice, the rule gives you 10 days to complete the repair yourself before the park manager may step in and bill you for the work. Tenants or mobile home owners who believe a park is not following this notice-and-repair process—or is improperly adding charges—may wish to review their rights with a tenant-rights organization or consult the Michigan Department of Licensing and Regulatory Affairs, which oversees mobile home park regulations.
