Section 460.115 of the Massachusetts lead-paint regulations establishes which encapsulant products may legally be used to contain lead-based paint in buildings. Only products that satisfy specific ASTM standards—covering non-reinforced, reinforced, and selection-and-use guidance for liquid coating encapsulants—are considered approved under this rule. Beyond product approval, the regulation also requires that any use of these encapsulants follow the State Program's educational and training materials as well as the manufacturer's application directions.

For Property Managers

Under § 460.115, property owners and managers who choose encapsulation as a lead-paint containment strategy must verify that any product they select meets the applicable ASTM standards referenced in the regulation before it is applied. Compliant operators typically document the product's ASTM certification, follow the State Program's training materials, and adhere strictly to the manufacturer's directions during application. Keeping records of the product used, its specifications, and the application process is a common practice among operators seeking to demonstrate compliance.

For Tenants

Section 460.115 sets a baseline for how lead-based paint may be contained in residential buildings in Massachusetts—only ASTM-approved encapsulants applied according to state training materials and manufacturer directions are permitted. If you have concerns that encapsulation work in your unit was performed with unapproved products or without following required procedures, you may have grounds to raise this as a housing-code issue. General enforcement paths include contacting your local board of health, reaching out to the Massachusetts Department of Public Health's Childhood Lead Poisoning Prevention Program, or consulting a tenant-rights organization familiar with lead-paint regulations.
