Cal. Civ. Code § 8-120
Md. Code Ann., Real Property Art. Title 8 — Landlord and Tenant
Operative Text
(a) The Department shall regularly gather and monitor data related to the purchase of residential rental properties by tenants under § 8–119 of this subtitle. (b) The Department shall publish the data gathered under subsection (a) of this section in a data dashboard on the Department’s website. (c) (1) The Department shall organize the data gathered under subsection (a) of this section into open data sets on a rolling basis that allow automated searching, spatial analysis, visualization, and processing. (2) On request, the Department shall provide the organized data to State or local governmental entities and institutions of higher education that are located in the State. (d) The Department may not publish data under this section that is privileged or otherwise protected by law from disclosure.
Maryland Real Property § 8-120 directs the state Department to collect and track data about residential rental property purchases made by tenants under the related right-of-first-refusal provision (§ 8-119). This data must be made publicly available through an online dashboard and organized into open, machine-readable datasets that support spatial analysis and automated processing. The Department is also required to share these datasets with state or local government entities and in-state higher education institutions upon request, though any legally privileged or otherwise protected information is excluded from publication.

Under § 8-120, the Department's data-gathering and publication activities create a publicly accessible record of tenant purchase activity under § 8-119, which means transactions involving tenant purchase rights may be reflected in a state-maintained dashboard. Property owners and managers who engage in sales subject to § 8-119 can generally expect that relevant transaction data may be collected and made available in aggregate or open-data form. Staying informed about what the Department publishes can help operators understand how their market segment is being tracked at the state level.

Section 8-120 establishes a public transparency mechanism: the Department maintains an online data dashboard and open datasets documenting how often and where tenants are purchasing properties under § 8-119. Tenants, tenant-rights organizations, and researchers can access this dashboard to understand trends in tenant purchase activity across Maryland. Those seeking deeper analysis—such as local government partners or universities—may also request the organized datasets directly from the Department, and tenant advocacy groups can help connect individuals to these resources.
