Plain English — not legal advice.
Md. Code Ann., Real Prop. §§ 8-101 to 8-1006 § 8-1003 establishes a pilot program administered by a designated organization, not by landlords directly, so property owners and managers generally have no administrative obligations under this provision. Landlords operating in Maryland rent court contexts may encounter tenants who are referred to or participating in the Pilot Program's workforce services. Being aware of the program's existence can help property managers understand the broader support ecosystem that may be available to tenants appearing in rent court.

Md. Code Ann., Real Prop. §§ 8-101 to 8-1006 § 8-1003 creates the Rent Court Workforce Solutions Pilot Program, which is designed to offer covered individuals access to workforce resources, development information, and employment opportunities including registered apprenticeships. Tenants who qualify as 'covered individuals' under this provision may be able to access these services through the designated administering organization. Tenant-rights organizations or legal aid offices familiar with Maryland rent court proceedings can help individuals understand whether they are eligible and how to connect with the program.
