Me. Rev. Stat. tit. 10, ch. 953 § 9093
1.
Duty to disclose.
A mobile home park owner or operator shall disclose fully in writing all fees, charges, assessments and rules before a mobile home dweller assumes occupancy in the park.

2.
Increases or changes.
The mobile home park owner or operator shall give at least 30 days' written notice to all tenants before changing any rules, except that any notice of an increase in rent or fees must be consistent with the notice requirements for residential estates in section 9093‑B and in Title 14, section 6016 .

3.
Failure to disclose charges.
If the park owner or operator fails to fully disclose any fees, charges or assessments, those fees, charges or assessments may not be collected. The owner or operator may not use the mobile home dweller's refusal to pay any undisclosed charge as a cause for eviction in any court.

4.
Rental payments.
A mobile home park owner or operator may establish a park rule to require that all rental payments and other fees due to the mobile home park owner or operator be paid in full before the home is removed from the park, sold or occupied by a new tenant or owner. If the owner or occupant is a lienholder who has informed the mobile home park owner or operator of its lien on the home pursuant to section 9097, subsection 2‑B , the terms of that subsection apply.

Plain English

Under 10 M.R.S. §§ 9091–9093, mobile home park owners and operators in Maine are required to put all fees, charges, assessments, and rules in writing and share them with prospective residents before occupancy begins. Any changes to rules require at least 30 days' written notice, while rent or fee increases must follow additional notice requirements set out in related statutes. Fees that were never properly disclosed cannot be collected, and a tenant's refusal to pay an undisclosed charge cannot legally serve as grounds for eviction. Park operators may also adopt a rule requiring that all outstanding payments be settled before a home is removed, sold, or transferred to a new occupant.

For Property Managers

Operators subject to 10 M.R.S. §§ 9091–9093 generally maintain a complete, written schedule of all fees, charges, assessments, and park rules that is provided to every prospective resident before they move in. When rule changes are planned, compliant operators issue written notice at least 30 days in advance, and for rent or fee increases they follow the additional notice timelines referenced in § 9093-B and Title 14, § 6016. Operators who wish to protect against unpaid balances at the time of a home sale or transfer may adopt a written park rule requiring full payment before the transaction is completed, consistent with the lien provisions in § 9097.

For Tenants

Under 10 M.R.S. §§ 9091–9093, tenants in Maine mobile home parks have the right to receive a full written disclosure of all fees, charges, assessments, and rules before moving in, and to receive at least 30 days' written notice before any rule change takes effect. If a park owner or operator attempts to collect a fee that was never disclosed in writing, that charge generally cannot be enforced, and a refusal to pay it cannot be used as a basis for eviction. Tenants who believe these disclosure or notice requirements have not been met may consider contacting a tenant-rights organization, a legal aid office, or raising the issue as a defense in any eviction proceeding.
