La. Stat. Ann. § R.S. 46:2252
Purpose
Operative Text
§2252. Purpose A. The legislature hereby finds and declares that the state has the responsibility to act to assure that every individual within the state is afforded an equal opportunity to enjoy a full and productive life and that the failure to provide such equal opportunity, whether because of discrimination, prejudice, or intolerance not only threatens the rights and proper privileges of its inhabitants but menaces the institutions, the foundation of a free democratic state, and threatens the peace, order, health, safety, and general welfare of the state and its inhabitants. B. The opportunity to obtain education, housing, and other real estate and full and equal utilization of public services and programs without discrimination on the basis of a disability is a civil right.
La. R.S. § 46:2252 establishes the foundational purpose of Louisiana's disability civil rights framework, declaring that equal opportunity in housing, education, and public services is a civil right. The legislature recognized that discrimination, prejudice, or intolerance not only harms individuals but also undermines the broader foundations of a free and democratic society. This provision sets the policy context for the protections that follow elsewhere in the statute.

Property owners and managers operating in Louisiana generally align their policies and practices with this foundational principle, ensuring that disability-based discrimination is not embedded in leasing, screening, or accommodation processes.
