La. Stat. Ann. § R.S. 40:508
Property of housing authorities; limitation on access
Operative Text
§508. Property of housing authorities; limitation on access In order to protect the safety and security of its property and to protect the right of its residents and other tenants to the quiet enjoyment of their property, and the safety and security of their persons and property, a local housing authority may, in addition to any other power or authority contained in this Chapter, limit access to any development or other authority property by persons who are not any of the following: residents or their permitted guests, or employees of the local housing authority, its guests, law enforcement officers, or other persons conducting official business.
Under La. R.S. § 40:508, local housing authorities in Louisiana are permitted to restrict who may enter their housing developments and other authority-owned property. The rule allows authorities to limit access to residents, their permitted guests, housing authority employees and guests, law enforcement officers, and those conducting official business. The stated purposes of this access-limitation power are protecting the safety and security of the property and preserving residents' right to quiet enjoyment.
Plain English — not legal advice.
As a local housing authority operator, La. R.S. § 40:508 provides a legal basis for implementing access-control policies at your developments. Compliant operators typically establish clear written policies identifying which categories of individuals—residents, permitted guests, authority employees, law enforcement, and official visitors—are authorized to enter, and communicate those policies to residents. Consistent, documented enforcement of access rules, applied without discrimination, reflects the kind of practice that aligns with the authority granted under this provision.

La. R.S. § 40:508 recognizes that residents of housing authority properties have a right to quiet enjoyment and personal safety, which is part of the reason the authority is empowered to control who enters the development. If you believe an access policy is being applied in a way that infringes on your rights—for example, by improperly restricting your guests or being enforced selectively—you may consider raising the issue with your local housing authority's management or resident services office. Tenant-rights organizations and legal aid providers familiar with public housing regulations can help you understand what options may be available under this provision.
