Plain English

Kentucky Revised Statute § 383.500 grants cities, counties, and urban-county governments the authority to adopt the Uniform Residential Landlord and Tenant Act (URLTA), which spans KRS 383.505 through 383.705. However, if a local government chooses to adopt the URLTA, it must do so completely and without any modifications. Additionally, once adopted, no separate local ordinances may be enacted on any subject already covered by that body of law.

For Property Managers

Under KRS § 383.500, whether the URLTA applies to a rental property depends on whether the local city, county, or urban-county government has formally adopted it. Compliant operators generally verify whether their jurisdiction has enacted the URLTA in full, since that adoption triggers the entire set of landlord obligations and tenant rights found in KRS 383.505–383.705. Staying current with local government actions helps ensure that operational practices align with whichever legal framework governs the property.

For Tenants

KRS § 383.500 means that tenant protections under the URLTA are not automatically available statewide in Kentucky — they apply only in jurisdictions that have chosen to adopt the act in its entirety. Tenants can check with their local city or county government to determine whether the URLTA has been enacted where they live, which would determine whether the rights and remedies in KRS 383.505–383.705 are available to them. Tenant-rights organizations and legal aid offices can help clarify which rules apply in a given locality.
