Kentucky Revised Statute § 344.330 outlines the additional powers granted to local civil rights commissions established under Kentucky's civil rights chapter. These commissions may enter into cooperative agreements with federal and state agencies, refer matters to the Kentucky Commission on Human Rights for initial action or review, resolve jurisdictional disputes with other local commissions through referral, and submit annual reports to the state commission. The provision is essentially an enabling and coordination mechanism, not a prohibition or mandate directed at landlords or tenants.

Under Ky. Rev. Stat. § 344.330, local commissions have the authority to coordinate with state and federal agencies, including referring housing-related complaints to the Kentucky Commission on Human Rights. Property owners and managers operating in jurisdictions with a local commission should be aware that a fair housing complaint filed locally may be referred to the state commission or a federal agency for initial action or review. Compliant operators generally maintain consistent, documented fair housing practices that can withstand review at any level of the coordinated enforcement structure this provision establishes.

Ky. Rev. Stat. § 344.330 means that a fair housing complaint filed with a local commission may be forwarded to the Kentucky Commission on Human Rights or a federal agency such as the U.S. Equal Employment Opportunity Commission for handling. Tenants who believe their housing rights have been violated have multiple potential avenues for relief, as this provision creates a cooperative network among local, state, and federal bodies. Tenant-rights organizations can help individuals understand which commission or agency may be best positioned to address a particular concern under this coordinated framework.
