Ky. Rev. Stat. ch. 219 § 219.370
Regulation of community operations
Operative Text
219.370 Regulation of community operations. The secretary shall promulgate administrative regulations for the effective administration and enforcement of KRS 219.310 to 219.410, which may include but are not limited to, standards for community construction and layout, service buildings, watering stations, sanitary stations, sanitation, site planning, lot size, water supply, sewage disposal, lighting, refuse handling, insect and rodent control, inspections, hearings, issuance, suspension, and revocation of permits, and such other matters as may be necessary to insure a safe and sanitary community operation. All building construction regulations shall conform to the uniform state building code. The secretary is empowered to establish separate rules and regulations for manufactured home, mobile home, and recreational vehicle communities.
Kentucky Revised Statutes § 219.370 authorizes the state's cabinet secretary to create and enforce administrative regulations governing how residential communities—including manufactured home, mobile home, and recreational vehicle communities—are built and operated. These regulations can cover a wide range of topics, from construction standards and lot sizes to sanitation, water supply, sewage disposal, pest control, and the issuance or revocation of operating permits. Any building construction rules established under this authority must align with Kentucky's uniform state building code.

Operators of manufactured home, mobile home, or recreational vehicle communities in Kentucky should be aware that § 219.370 gives the cabinet secretary broad authority to set binding administrative regulations covering physical layout, utilities, sanitation systems, and pest control, among other areas. A compliant community operator generally maintains facilities that meet all promulgated standards and holds valid permits, since § 219.370 explicitly authorizes permit suspension and revocation for non-compliance. Staying current with any updates to the administrative regulations issued under KRS §§ 219.310–219.410 is a routine part of responsible community management.

Residents of manufactured home, mobile home, or recreational vehicle communities in Kentucky benefit from the regulatory framework established under § 219.370, which sets baseline standards for sanitation, water supply, sewage disposal, lighting, and pest control in their communities. If conditions in a community appear to fall below these standards, tenants may consider filing a complaint with the relevant state agency responsible for administering KRS §§ 219.310–219.410, or reaching out to a local tenant-rights organization for guidance on available options. Because § 219.370 also governs permit issuance and revocation, documented violations of administrative regulations may be relevant information when pursuing a complaint.
