Kan. Stat. Ann. §§ 44-1001 through 44-1015 establishes the foundational vocabulary for Kansas's fair housing law, defining key terms such as 'discriminatory housing practice,' 'familial status,' 'disability,' and 'real property.' These definitions determine who is protected, what conduct is covered, and which properties fall under the law's reach. Notably, 'family' is defined broadly enough to include a single individual, and 'familial status' extends protection to households where a parent or legal guardian lives with a child under 18.

Under Kan. Stat. Ann. §§ 44-1001–44-1015, property owners and managers operating in Kansas should be aware that the definitions in this section shape the full scope of the state's fair housing obligations. 'Real property' covers both vacant land and any building designed or intended for occupancy, meaning these definitions apply broadly across a rental portfolio. Compliant operators generally ensure that their policies and practices align with the defined terms, particularly the inclusive definitions of 'family' and 'familial status,' which extend protections to single individuals and households with minor children.

Kan. Stat. Ann. §§ 44-1001–44-1015 sets out the definitions that underpin Kansas fair housing protections, including who qualifies as a 'person aggrieved'—anyone who believes they have been or are about to be harmed by a discriminatory housing practice. Tenants who believe they have experienced discrimination based on familial status, disability, or other covered characteristics may have standing to pursue a complaint under this framework. The Kansas Human Rights Commission, defined in this section as the 'Commission,' is the state body that administers these protections, and tenant-rights organizations can help individuals understand how these definitions apply to their circumstances.
