K.A.R. 28-72 § K.A.R. 28-72-1s is a definitions provision within Kansas's lead-based paint regulatory framework. It establishes that the word 'state' encompasses not only the fifty U.S. states but also the District of Columbia, U.S. territories, and possessions such as Puerto Rico and Guam. It also clarifies that 'surface coatings' carries the same meaning as 'paint' as defined elsewhere in the K.A.R. 28-72 regulatory series, ensuring consistent terminology throughout the rules.
