Iowa Admin. Code r. 661—18 § 661—18.7
Persons with disabilities parking at residential facilities.
Operative Text
All public and private buildings and facilities, temporary and permanent, which are residences and which provide ten or more tenant parking spaces, excluding extended health care facilities, shall designate at least one parking space for persons with disabilities as needed for each individual dwelling unit in which a person with a disability resides. Residential buildings and facilities which provide public visitor parking of ten or more spaces shall designate parking spaces for persons with disabilities in the visitors’ parking area in accordance with the table contained in rule 661--18.6(321L).
Iowa Admin. Code r. 661—18 § 661—18.7 establishes accessible parking requirements for residential buildings and facilities. Any public or private residential building—temporary or permanent—that offers ten or more tenant parking spaces must set aside at least one designated accessible space for each individual dwelling unit occupied by a person with a disability, with extended health care facilities excluded from this requirement. Additionally, residential buildings that provide ten or more public visitor parking spaces must designate accessible visitor spaces according to the ratio table found in rule 661--18.6(321L).
Plain English — not legal advice.
Under Iowa Admin. Code r. 661—18 § 661—18.7, operators of residential properties with ten or more tenant parking spaces generally track which dwelling units are occupied by residents with disabilities and ensure that at least one designated accessible parking space is assigned per qualifying unit. When a property also offers ten or more public visitor parking spaces, compliant operators designate accessible visitor spaces in accordance with the ratio table in rule 661--18.6(321L). Maintaining current records of disability-related parking designations and reviewing them when tenancy changes occur are practices associated with ongoing compliance.

Iowa Admin. Code r. 661—18 § 661—18.7 gives residents with disabilities in qualifying buildings the right to have at least one accessible parking space designated for their specific dwelling unit when the property provides ten or more tenant parking spaces. If a property appears to be out of compliance—for example, by failing to designate an accessible space for an occupied unit—tenants may consider documenting the situation and reaching out to the Iowa Department of Inspections and Appeals or a local tenant-rights organization for guidance on available remedies. Tenants may also explore whether the provision's requirements overlap with protections available under fair housing laws, which can offer additional enforcement paths.
