Iowa Code ch. 562B § 562B.31
Landlord and tenant remedies for abuse of access to mobile home space
Operative Text
1. If the tenant refuses to allow lawful access to the mobile home space, the landlord may terminate the rental agreement and may recover actual damages. 2. If the landlord makes an unlawful entry or a lawful entry to the mobile home space in an unreasonable manner or makes repeated demands for entry otherwise lawful but which have the effect of unreasonably harassing the tenant, the tenant may obtain injunctive relief to prevent the recurrence of the conduct or terminate the rental agreement. In either case, the tenant may recover actual damages not less than an amount equal to one month’s rent plus attorney fees.
Iowa Code § 562B.31 governs what happens when either a landlord or tenant misuses access rights to a mobile home space. If a tenant wrongfully blocks a landlord's lawful entry, the landlord may end the rental agreement and seek compensation for actual losses. Conversely, if a landlord enters unlawfully, enters in an unreasonable manner, or repeatedly demands entry in a way that amounts to harassment, the tenant has the right to seek a court order stopping that conduct or to terminate the agreement, and is entitled to recover actual damages of at least one month's rent plus attorney fees.
Plain English — not legal advice.
Under Iowa Code § 562B.31, operators of mobile home parks are expected to ensure that any entry to a tenant's space is lawful, conducted at a reasonable time and in a reasonable manner, and not repeated in a way that could be characterized as harassment. Compliant managers typically provide proper advance notice before entering and limit entry requests to genuine operational needs. When a tenant refuses a clearly lawful access request, § 562B.31 does allow the landlord to pursue lease termination and recovery of actual damages.

Iowa Code § 562B.31 gives mobile home space tenants meaningful protections against improper landlord access, including entries made without legal authority, entries conducted unreasonably, or repeated entry demands that rise to the level of harassment. Tenants in these situations may be entitled to at least one month's rent in damages plus attorney fees, and may also seek a court injunction to stop the conduct or choose to terminate the rental agreement. Tenant-rights organizations and legal aid offices can help explain the options available under § 562B.31 and how complaints or court actions are generally pursued in Iowa.
