Iowa Code ch. 562A § 562A.2
Purposes — rules of construction
Operative Text
1. This chapter shall be liberally construed and applied to promote its underlying purposes and policies. 2. Underlying purposes and policies of this chapter are: a. To simplify, clarify, modernize and revise the law governing the rental of dwelling units and the rights and obligations of landlord and tenant; and b. To encourage landlord and tenant to maintain and improve the quality of housing. c. To ensure that the right to the receipt of rent is inseparable from the duty to maintain the premises.
Iowa Code § 562A.2 establishes the foundational purposes behind Iowa's Uniform Residential Landlord and Tenant Act. The chapter is designed to modernize and clarify the rules governing residential rentals, encourage both parties to maintain housing quality, and link the landlord's right to collect rent directly to the duty to keep the premises in proper condition. Courts and agencies interpreting any part of Chapter 562A are directed to read its provisions broadly in order to advance these goals.
Plain English — not legal advice.
Iowa Code § 562A.2 signals that the entire Chapter 562A framework is built around the principle that the right to receive rent is inseparable from the obligation to maintain the rental property. Operators who keep properties in good repair and document their maintenance efforts are generally acting in alignment with the chapter's stated policies. Because courts are instructed to interpret Chapter 562A liberally, property managers benefit from understanding how this construction principle can affect disputes over habitability or rent obligations.

Iowa Code § 562A.2 establishes that tenants have a legally recognized interest in housing quality, and that a landlord's entitlement to rent is directly tied to fulfilling maintenance duties under Chapter 562A. Because the chapter is to be liberally construed, tenants may find that its protections are interpreted broadly when raising issues related to habitability or landlord obligations. Tenants who believe their rights under Chapter 562A are not being honored can explore options such as contacting a local tenant-rights organization or consulting with a legal aid provider familiar with Iowa landlord-tenant law.
