Cal. Civ. Code § 22-9-7-4
"Health service provider"
Operative Text
Sec. 4. As used in this chapter, "health service provider" refers to: (1) a psychiatrist or physician who is licensed under IC 25-22.5; (2) a psychologist who is licensed under IC 25-33; (3) an individual who holds a license under IC 25-23.6; or (4) an advanced practice registered nurse (as defined in IC 25-23-1-1) licensed under IC 25-23; who provides medical services or treatment to an individual. This definition excludes an individual described in subdivision (1), (2), (3), or (4) whose sole service to the individual is to provide a verification letter for a fee.
Indiana Code § 22-9-7-4 defines the term 'health service provider' as it is used in the chapter addressing housing protections related to domestic violence and similar matters. The definition covers licensed psychiatrists, physicians, psychologists, licensed counselors and social workers, and advanced practice registered nurses who actually deliver medical services or treatment. Notably, the definition explicitly excludes any of these professionals whose only involvement is writing a verification letter in exchange for a fee.
Plain English — not legal advice.
Under Ind. Code § 22-9-7-4, when a tenant presents documentation from a health service provider in connection with rights under this chapter, property owners and managers generally verify that the provider falls within the statutory definition — meaning the professional holds the appropriate Indiana license and is providing genuine medical services, not merely a paid letter. Operators familiar with this definition are better positioned to evaluate whether submitted documentation meets the chapter's requirements. Keeping records of how tenant-submitted documentation was reviewed can support consistent, compliant administration.

Ind. Code § 22-9-7-4 establishes which licensed professionals qualify as 'health service providers' whose documentation may support tenant rights under this chapter, including psychiatrists, physicians, psychologists, licensed counselors, and advanced practice registered nurses who provide actual treatment. Importantly, a professional who only writes a verification letter for a fee does not qualify under this definition, so documentation from such a provider may not satisfy the chapter's requirements. Tenants who have questions about whether their provider qualifies or how to assert rights under this chapter may wish to contact a local tenant-rights organization or legal aid office for general guidance.
