Cal. Civ. Code § 22-9.5-6-9
Finding of reasonable cause; requirements; copies of finding sent to parties; time limitation
Operative Text
Sec. 9. (a) A finding of reasonable cause issued under section 8 of this chapter: (1) must consist of a short and plain statement of the facts on which the commission has found reasonable cause to believe that a discriminatory housing practice has occurred or is about to occur; (2) must be based on the final investigative report; and (3) need not be limited to the facts or grounds alleged in the complaint. (b) Not later than twenty (20) days after the commission issues a finding of reasonable cause, the commission shall send a copy of the finding of reasonable cause with information concerning the election under section 12 of this chapter to the following: (1) Each respondent, together with a notice of the opportunity for a hearing provided by section 14 of this chapter. (2) Each aggrieved person on whose behalf the complaint was filed.
Indiana Code § 22-9.5-6-9 governs what happens after a state civil rights commission determines there is reasonable cause to believe a discriminatory housing practice has occurred or is about to occur. The written finding must include a plain statement of the supporting facts drawn from the final investigative report, and it is not confined to only the allegations originally raised in the complaint. Within 20 days of issuing that finding, the commission must send copies to each respondent—along with notice of their hearing rights—and to each aggrieved person on whose behalf the complaint was filed.

Under Ind. Code § 22-9.5-6-9, a property owner or manager named as a respondent in a fair housing investigation can expect to receive a formal written finding of reasonable cause within 20 days of its issuance, accompanied by information about the election process under section 12 and notice of the opportunity for a hearing under section 14. Compliant operators generally keep current contact information on file with the commission so that required notices reach the right parties promptly. Because the finding may address facts beyond those originally alleged in the complaint, operators familiar with the full investigative record are generally better positioned to understand the scope of the commission's conclusions.

Ind. Code § 22-9.5-6-9 protects aggrieved persons by requiring that they receive a copy of any reasonable cause finding within 20 days of its issuance, keeping them informed of the commission's conclusions. The finding must be grounded in the final investigative report and may reflect facts broader than what was originally stated in the complaint, which can be relevant to understanding the full scope of the commission's determination. Tenants who believe they have experienced discriminatory housing practices may wish to contact a tenant-rights organization or fair housing agency to understand the election and hearing options referenced in sections 12 and 14 of this chapter.
