Cal. Civ. Code § 410-6-6-10
Electrical and gas facilities
Operative Text
Sec. 10. (a) All wiring and lighting fixtures shall be installed and maintained in a safe condition. (b) All gas outlet risers, regulators, meters, valves or other exposed equipment shall be protected by proper location or other means from mechanical damage by vehicles or other causes. (c) When gas is used, a properly installed system of gas lines and appurtenances that provides gas service adequate for safe operation of appliances and equipment shall be provided.
Indiana regulation 410 IAC 6-6 § 410-6-6-10 establishes baseline safety standards for electrical and gas systems in residential facilities. All wiring and lighting fixtures must be kept in a safe condition, and any exposed gas equipment—such as risers, regulators, meters, and valves—must be shielded from physical damage. Where gas service is present, the entire system of lines and related components must be properly installed and capable of safely supplying appliances and equipment.
Plain English — not legal advice.
Under 410 IAC 6-6 § 410-6-6-10, compliant operators routinely inspect all wiring and lighting fixtures to confirm they remain in safe working order and address deterioration promptly. They also ensure that exposed gas components—meters, regulators, valves, and risers—are positioned or otherwise protected so that vehicles and other hazards cannot damage them. Where gas service is provided, operators maintain a fully installed system of gas lines and appurtenances sufficient to deliver safe, adequate service to all connected appliances.

410 IAC 6-6 § 410-6-6-10 gives occupants a basis to expect that electrical wiring, lighting fixtures, and gas systems in their dwelling are safely installed and maintained. If wiring appears damaged, gas equipment seems unprotected, or gas service appears inadequate for safe appliance operation, tenants may document the conditions and report concerns to the Indiana State Department of Health or the local code enforcement authority. Tenant-rights organizations can help residents understand available complaint processes and general options for addressing unresolved safety conditions.
