Summary of Illinois housing protections for survivors of domestic violence and sexual violence and acknowledgment of receipt of summary form
Operative Text
Summary of Illinois housing protections for survivors of domestic violence and sexual violence and acknowledgment of receipt of summary form. (a) The Director of the Illinois Department of Human Rights shall prepare a summary identifying the key rights and remedies of tenants or household members of tenants who are survivors of domestic violence or sexual violence under the following 6 Illinois statutes: the Safe Homes Act; the Eviction Article in the Code of Civil Procedure; the Illinois Human Rights Act; and Section 8-201.6 of the Public Utilities Act providing for the deferral of deposit for victims of domestic violence and ordinances that prohibit penalizing tenants who contact police or other emergency services in Section 1-2-1.5 of the Illinois Municipal Code and Section 5-1005.10 of the Counties Code. The Director shall make this summary available for public inspection and copying no later than 60 days after this bill becomes law. (b) Space must be provided at the bottom of each page of the summary that the tenant may sign as acknowledgment of the tenant's receipt of the summary as attached to a paper version of the lease or inserted into an electronic version of the lease. (c) The summary described in this Act shall be prepared in consultation with Illinois domestic and sexual violence service providers.
Under 765 Ill. Comp. Stat. 752 § 15, the Director of the Illinois Department of Human Rights is required to prepare and make publicly available a plain-language summary of six Illinois laws that protect tenants who are survivors of domestic or sexual violence. The summary covers protections found in statutes such as the Safe Homes Act, the Illinois Human Rights Act, and related utility and municipal codes. Each page of the summary must include a signature line so tenants can acknowledge receipt, and the document must be developed in consultation with domestic and sexual violence service providers in Illinois.

Under 765 Ill. Comp. Stat. 752 § 15, compliant landlords and property managers incorporate the state-prepared summary of survivor housing protections into their lease process — attaching it to paper leases or inserting it into electronic versions. The lease package includes the signature or acknowledgment space at the bottom of each summary page so tenants can confirm receipt. Operators generally keep records of signed acknowledgments as part of their standard lease documentation practices.

765 Ill. Comp. Stat. 752 § 15 entitles tenants who are survivors of domestic or sexual violence to receive a state-prepared summary of their key housing rights under six Illinois laws, including the Safe Homes Act and the Illinois Human Rights Act, as part of the lease process. If a landlord fails to provide this summary, tenants may wish to contact the Illinois Department of Human Rights, which is responsible for preparing and distributing the document, or reach out to a local domestic or sexual violence service organization for guidance. Tenant-rights organizations and legal aid offices can also help survivors understand how the protections described in the summary may apply to their housing situation.
