Cal. Civ. Code § 380.603
Application Procedures
Operative Text
a) From time to time, Agencies shall accept Applications from prospective Developers for funding under the LTOS Program in a manner described in the Program Guide or the Municipality Program Guide, as applicable. b) The Authority shall prescribe forms and consider Applications for funding under the LTOS Program for Units to be located outside the Municipalities. Municipalities shall prescribe forms and consider Applications for funding under the LTOS Program for Units to be located within the Municipalities. All Applications must satisfy the applicable requirements of this Part.
Section 380.603 of the Illinois Administrative Code establishes a two-track application system for the Long-Term Operating Support (LTOS) Program. When a proposed housing unit falls outside a designated Municipality, the Authority oversees the application process and prescribes the required forms. When a unit is planned within a Municipality, that Municipality takes on the role of prescribing forms and reviewing applications — though all applications must meet the baseline requirements set out in Part 380 regardless of which track applies.

Developers seeking LTOS Program funding under 47 Ill. Admin. Code pt. 380 § 380.603 generally identify whether their proposed units fall inside or outside a designated Municipality before preparing an application, since the correct forms and reviewing body differ by location. Operators working within a Municipality obtain and complete that Municipality's prescribed forms, while those working outside a Municipality use forms prescribed by the Authority. Compliant applicants also confirm that their submissions satisfy all applicable requirements of Part 380, as referenced in the Program Guide or Municipality Program Guide.

Section 380.603 governs how developers apply for LTOS Program funding, which supports affordable housing units — so this provision shapes the supply of housing that may eventually be available to renters. Tenants interested in whether LTOS-funded housing is being developed in their area can consult the relevant Program Guide or Municipality Program Guide to understand how applications are processed in their locality. Tenant-rights organizations or local housing agencies can be a resource for understanding how the LTOS Program's application procedures under Part 380 may affect housing availability in a given community.
