Idaho Code §§ 55-2701 to 55-2720 § 55-2716
TENANT ASSOCIATIONS.
Operative Text
(1) The tenants in a floating home marina have the right to organize a tenant or homeowner’s association to further their mutual interests and to conduct any other business and programs which the association shall determine. When an association is organized it shall notify the landlord. (2) The landlord must meet and confer with homeowners or their representatives, including any persons designated by a resident organization, within thirty (30) days of a request concerning: (a) Rule changes; (b) Maintenance of facilities; (c) Addition or deletion of services or facilities; or (d) Rental agreements.
Under Idaho Code Title 55, Chapter 27, § 55-2716, tenants living in a floating home marina are permitted to form a tenant or homeowner's association to represent their collective interests and carry out programs the association chooses. Once formed, the association must notify the landlord of its existence. The landlord is then obligated to meet and discuss certain topics—such as rule changes, facility maintenance, service additions or deletions, and rental agreements—within 30 days whenever the association or its representatives make such a request.
Plain English — not legal advice.
Under § 55-2716, compliant floating home marina operators acknowledge and recognize any tenant or homeowner's association that forms and provides notice of its organization. When the association or its designated representatives submit a request to discuss rule changes, facility maintenance, service adjustments, or rental agreements, operators generally schedule and hold a meet-and-confer session within the 30-day window the statute specifies. Maintaining clear records of association notices and meeting requests helps demonstrate ongoing compliance with this provision.

Section 55-2716 of the Idaho Floating Homes Residency Act gives marina tenants the right to organize a tenant or homeowner's association and pursue matters of shared concern, including rule changes, maintenance issues, service levels, and rental agreement terms. Once your association is formed and the landlord is notified, the landlord is required to meet and confer with the association or its representatives within 30 days of a written request on those topics. Tenants who believe a landlord has failed to honor this obligation may consider documenting the request and timeline, consulting a tenant-rights organization, or exploring available civil remedies under Idaho law.
